M. Sabathier has more than twenty years of experience in international aerospace and cyberspace. He is a Senior Associate with the Technology and Public Policy Program at the Center for Strategic and International Studies, CSIS, in Washington DC, and Associate Fellow of AIAA.
From September 2004 to January 2010, M. Sabathier served as Senior Fellow and Director of the Space Initiaitives program at CSIS. There, he helped shape national space policies with a particular focus on international relations, innovation, sustainable development, by promoting global space exploration and Earth Observations for global change. He launched with the Chinese Society for Astronautics the concept of the Global Space Development Summit that took place in Beijing in 2008 and in Washington DC in 2009.
In December 2004, he also founded ALSATIS a French company located in Toulouse France, dedicated to bridge the digital divide in the XXI century. M. Sabathier acts as the Chairman of ALSATIS. ALSATIS is now focusing on 5G for vertical markets, IOT for Smart Territories/Cities and DataCenters for AI.
In January 2009 he founded BLOOSURF LLC, a Delaware LLC based in Maryland focusing on broadband networks and services in rural America. BLOOSURF leverages Optic Networks and Fixed Wireless Access Networks on licensed spectrum (CBRS band 38 and EBS band 41). In 2023 Bloosurf launched BLOOFIBER dedicated to design, build and operate XGS PON optic fiber networks on the Mid-Atlantic coast.
Until September 2004, Vincent served as the representative of the French Space Agency CNES in North America and as the attaché for space and aeronautics at the Embassy of France in Washington, D.C. There, he focused on strengthening bilateral dialogue and cooperation with all branches of the U.S. government involved in aerospace. He represented France in discussions on MTCR, Galileo/GPS, the International Space Station, Remote Sensing, and at the International Telecommunication via Satellite Organization, ITSO.
Mr. Sabathier has served in many roles in the field of aerospace, starting at CNES, where he was actively involved in the development of the Hermes space plane and the Ariane 5 launch vehicle. Then Arianespace selected him to negotiate production contracts for Ariane launchers and later appointed him program manager for follow-on projects they financed. He also worked for the SAFRAN group, helping to define its US strategy.
Mr. Sabathier has written more than 50 articles and reports and lectured at a variety of conferences and symposiums. He has also taught space transportation systems at the University Paul Sabatier in Toulouse. He received his engineering degree from École Centrale de Nantes in France. Then he studied and researched advanced composite materials thanks to a grant from Martin Marietta Astronautics and The Naval Research Laboratory at the Colorado School of Mines where he received a MSc in material sciences .
As a continuous learner, he later specialized in space systems at the École Nationale Supérieure de l’Aéronautique et de l’Espace, Toulouse, and holds an international management degree from ESSEC Business School, Paris. He participated in the Executive Education Program in Strategic Issues in Mergers and Acquisitions at INSEAD, Fontainebleau, France. During COVID he obtained a MSc in Cybersecurity Technology from the University of Maryland Global Campus.
