These selected works are not intended as a complete bibliography. They trace the development of ideas that continue today in Technology & Diplomacy — from transatlantic cooperation to Asia, from Earth observation and planetary stewardship to human expansion beyond Earth.
The featured milestones trace the intellectual progression directly: the 2002 MIT conference on space, security and transatlantic cooperation; the 2007 Brown Journal paper on human expansion beyond Earth; the 2008 Beijing framework for international cooperation; and the two complementary directions that followed — Earth stewardship through Earth observation and continued exploration through an international lunar base.
Conference report: National Security Space Policy in the U.S. and Europe — Trends and Choices
Held April 22–23, 2002 at the MIT Faculty Club in Cambridge, Massachusetts. Co-organized by the MIT Security Studies Program, MIT-France Program and the French Embassy, the conference brought government, industry and academia together to examine space and security in the United States and France and the potential for transatlantic cooperation. Vincent Sabathier opened the conference and co-authored the final report introduction with MIT Professor Harvey Sapolsky.
Brown Journal / JSTOR: Present and Future Human Expansion into Outer Space

The inaugural Global Space Development Summit in Beijing carried this line of thinking into an international forum. Its Beijing Declaration identified two complementary priorities for cooperation: Earth observation—looking down to understand and protect the planet—and space exploration, including an international lunar base—looking up toward humanity's continued expansion.
